Q:?As a longtime North Bay company, we are fortunate to be emerging from the economic downturn with a stronger than ever business position and we need to expand our management team in anticipate of rapid growth. With all the downsizing of the last few years, we assumed we would have our pick of top, highly experienced candidates yet we?re struggling to attract the right people who are willing to relocate. What should we be doing?

A:?Even though it appears to be an employers? market right now, finding and keeping the specific talent your company needs is more challenging than ever. One reason for this comes down to basic supply and demand. Despite persistently high unemployment, there is growing shortage of talent because more baby boomers are leaving the workforce as our overall population ages. So your company not only is facing a smaller pool of top management talent, but in this economic environment, the experienced professionals you are looking for most likely are not out there searching for a new position. They are busy making sure they succeed in their current roles.

You can look to the next generation of talent but just know that they are definitely a new breed of professionals. They seek different kinds of opportunities and challenges. They want to be integral team members in innovative, creative companies. They expect a healthy work culture and pleasant work environment with flexibility to work from home and spend more time with their families. Because having personal lives is important to them, this generation demands work-life balance.

They also regard themselves as valuable commodities, making professional development a high priority to them. They need to see potential and opportunities for growth. They want to know that you have plans to develop their careers. Does your company provide education and training? When you consider the fact that much of the knowledge, skills, and experience that companies like yours will need in the future probably does not exist yet, you can see why the demand for talent is high yet ?inventory? is low.

You mentioned that your business is expanding. Do you have a plan to build the workforce you will need to achieve that growth? Strategic workforce planning is vital to building competitive advantage right now yet most organizations still do not plan ahead for their talent needs.

Instead, your company has a significant opportunity to make a vital difference in the present and future success of your organization. Take the time to evaluate past, current, and future gaps and then create a roadmap for strategic hires based on your business growth plans looking ahead one, three, and five years. This is what strategic workforce planning entails and it?s all about having the workforce you will need to execute your company?s strategy.

Another major consideration is compensation. How does your company?s management compensation compare to your competitors in major metropolitan areas? I?ve discussed this before in previous columns because unfortunately, over my years of assisting North Bay companies with their talent acquisition, I?ve seen our region develop a poor reputation due to offering compensation packages that are consistently 20 to 30 percent below the greater Bay Area.

Why is that? The cost of living certainly is not any cheaper here ? particularly for housing. One major justification for lower compensation in the North Bay seems to be that those of us who live and work here regard our quality of life as an incredible benefit in itself. And so it is. But the value of this is very difficult to convey to someone who has never been here, much less lived here. If you?re serious about attracting top talent, the Wine Country lifestyle is simply not a sufficient reason for offering lower compensation. The current ?war for talent? demands more strategic positioning. To find ? and keep ? the top talent your company needs before your competition does, your compensation package needs to be better than the South Bay because, as far as the talent you are seeking is concerned, you are basically asking them to relocate to an island.

I know spending more in the current climate might be tough to swallow. But consider the fact that hiring for a critical $150,000-per-year management position actually costs your company $200,000, and if the person doesn?t work out, those costs can climb as high as $500,000. In other words, hiring is a key business investment and can be a potentially risky one.

Without strategic workforce planning and aggressively competitive compensation, North Bay companies like yours will continue to struggle with finding and retaining the talent you need to grow your business. Why not make your company so attractive that talent actually does begin to come looking for you?

Wood is one of the main substances that attracts critters too. They love to construct homes in old, rotted wood. If you have a dead tree trunk in your yard, remove it or pay someone else to do it. If they set up a home there may eventually come into your house. Firewood is also a potential problem area too, so you will need to keep it stored far away from your home. Also, it's best that you don't keep it stored directly on the ground since that will give pests more convenient access to it. Use non-organic material such as concrete to act as a base for your firewood.

One of the most important things to do if you want to keep them out of your house is to seal up each and every crack around your home. Take the time to inspect the exterior thoroughly, so you don't just grant easy access. Check the foundation, windows, door frames, and areas where telephone lines or plumbing pipes enter your home.

(AP) ? A Mississippi man charged with kidnapping a Tennessee mother and her three daughters and killing two of them was added Wednesday to the FBI's 10 Most Wanted list.

The announcement came amid an intense manhunt in northeast Mississippi for 35-year-old Adam Mayes and two girls he is accused of abducting.

The girls are 12-year-old Alexandria Bain and 8-year-old Kyliyah Bain.

Federal authorities pleaded for the public's help in finding the sisters.

An affidavit filed in court Wednesday said Mayes killed their mother, Jo Ann Bain, and teenage sister, Adrienne, at the family home April 27 so he could take the two younger girls.

The bodies of the two killed were found a week later buried at the home outside Guntown where Mayes lived.

Murder charges were filed Wednesday against Mayes and his wife.

An affidavit filed in Bolivar, Tenn., says Teresa Mayes of Guntown, Miss., told authorities she was there Apwhen her husband killed Jo Ann and Adrienne Bain in a garage at their Whiteville, Tenn., home.

Teresa Mayes told officials the motive was to kidnap Bain's two younger daughters, 12-year-old Alexandria and 8-year-old Kyliyah.

A call seeking comment from Teresa Mayes' attorney wasn't immediately returned.

The wife was charged a day earlier with especially aggravated kidnapping. She said she drove her husband, the girls and the two bodies from southwest Tennessee to Guntown and saw him dig a hole in the yard.

An intense manhunt continues for Adam Mayes and the two girls. The search has been most intense around Guntown, about 90 miles southeast of Memphis where Mayes lived with his wife and parents.

Authorities have said Mayes was a family friend who was staying with the Bains on April 27, the day the mother and children disappeared. Before he fled, he admitted to authorities that he was the last person to see Jo Ann Bain and her daughters before the disappearance, according to an affidavit filed with the court.

Hundreds of adults, teens and children came from throughout west and central Tennessee and north Mississippi for a prayer vigil Tuesday evening at Bolivar Dixie Youth Park, where the two oldest Bain girls played softball.

Many of the mourners said the kidnappings have shaken their small-town, tight-knit communities, from Corinth, Miss., to Whiteville, Tenn.

Megan Ervin said she played with Adrienne Bain on the same softball team last year. She described Adrienne as a good player who enjoyed softball.

"She was real nice but she was real shy," Ervin said.

Ervin, 16, said she and her friends have been shaken by the kidnapping and deaths.

She also said Mayes spent time at the park. He would often come see the Bain girls play, she said. Megan Ervin's mother Pam said she also saw Mayes hanging out at the park.

"It's just shocking. It could have been any of us, really, because he was always here and everybody saw him," Megan said. "He was around all these kids all the time."

When asked if she had ever spoken with Mayes, She recoiled, saying, "No."

"When I first saw him, I kind of had a bad vibe about him, so I just kind of stayed away," Ervin said. "But then I saw him here all the time and I figured he's no threat to us because he's always here. Obviously, that wasn't true."

DirecTV 1Q profit rises, but US subscribers down

(AP) ? DirecTV Inc. said Tuesday that its first-quarter net income rose 8.5 percent, driven by subscriber growth in Latin America. But the number of subscribers added in the U.S. declined.

The country's largest satellite broadcaster earned $731 million, or $1.07 per share, for the three months ended March 31. That's up from $674 million, or 85 cents per share, a year ago.

Analysts polled by FactSet expected earnings of $1.05 per share.

Revenue rose 12 percent to $7.05 billion from $6.32 billion, topping Wall Street's $7.03 billion estimate.

The El Segundo, Calif., company added a net 593,000 subscribers in Latin America, up from 427,000 in the prior-year period. But the company was less profitable in the region because of the cost of signing up and providing services for those subscribers.

In the U.S., net subscriber gains fell to 81,000 from 184,000. Programming and general costs rose.

In total, DirecTV added 674,000 net subscribers from January through March. It ended the quarter with 8.5 million subscribers in Latin America and 20 million subscribers in the U.S.

Shares of DirecTV fell 79 cents, or 1.7 percent, to $47.11 in late morning trading. Over the past year, the stock has traded between $39.82 and $53.40.

LOS ANGELES (AP) ? Jermaine Paul was front and center on "The Voice."

The 33-year-old background singer from Harriman, N.Y., was declared the winner of the NBC singing competition Tuesday.

Paul, who was coached by country singer and "Voice" mentor Blake Shelton, was awarded the show's grand prize of $100,000 and a record deal with Universal after crooning R. Kelly's "I Believe I Can Fly" for his final solo performance Monday.

"I just want to say thank you to everybody that supported me from day one," said Paul through tears.

Juliet Simms, the 26-year-old indie rocker from San Francisco who was coached by Cee Lo Green, came in second place. She was followed by Tony Lucca, the 36-year-old former Mouseketeer from Detroit, who was guided by Maroon 5 frontman Adam Levine. Chris Mann, the 30-year-old classical singer from Wichita, Kan., who was shepherded by pop diva Christina Aguilera, rounded out the final four.

Javier Colon won the first season of "The Voice" last year.

9/11 'mastermind' back before Guantanamo judge

GUANTANAMO BAY NAVAL BASE, Cuba (AP) ? The self-proclaimed mastermind of the Sept. 11 attacks repeatedly declined to respond to a judge's questions Saturday and his co-defendant was briefly restrained at a military hearing as five men charged with the worst terror attack in U.S. history appeared in public for the first time in more than three years.

Khalid Sheikh Mohammed and his co-defendants appeared for arraignment at a military tribunal at Guantanamo Bay on charges that include 2,976 counts of murder for the 2001 attacks.

The hearing quickly bogged down before they could be arraigned as the men engaged in what appeared to be a concerted silent protest against the proceedings.

Mohammed and his co-defendants took off the earphones that provide Arabic translations and refused to answer any questions from the judge, Army Col. James Pohl, dramatically slowing a hearing that is heavy on military legal procedure.

At one point, two of the men got up and prayed alongside their defense tables under the watchful eyes of troops arrayed along the sides of the high-security courtroom on the U.S. base in Cuba.

Prisoner Walid bin Attash was put in a restraint chair for unspecified reasons and then removed from it after he agreed to behave; and lawyers for all defendants complained that the prisoners were prevented from wearing the civilian clothes of their choice.

Mohammed wore a white turban in court; his flowing beard, which had appeared to be graying in earlier hearings and photos, was streaked with red henna.

Mohammed's civilian lawyer, David Nevin, said he believed Mohammed was not responding because he believes the tribunal is unfair.

Jim Harrington, a civilian attorney for Yemeni defendant Ramzi Binalshibh, said his client would not respond to questions "without addressing the issues of confinement." No further explanation was given.

Pohl warned he would not permit defendants to block the hearing and would continue without his participation.

"One cannot choose not to participate and frustrate the normal course of business," Pohl said.

He addressed the earpiece issue by bringing the translators into the courtroom to translate out loud and attempted to stick to the standard script for tribunals, asking the defendants if they understood their rights to counsel and would accept the attorneys appointed for them. The men did not respond, not even to acknowledge that they understood the questions.

Through much of the session, the defendants seemed to be trying to give the impression they were in a different world than the rest of the court.

Cheryl Bormann, a civilian attorney for bin Attash, appeared in a conservative Islamic outfit that left only her face uncovered and she asked the court to order other women present to wear "appropriate" clothing so that defendants do not have to avert their eyes "for fear of committing a sin under their faith."

And Binalshibh interrupted the session with an outburst from the defense table in a mix of Arabic and broken English, saying, "Maybe they will kill me and say I committed suicide."

In the past, during the failed first effort to prosecute them at the U.S. base in Cuba, Mohammed has mocked the tribunal and said he and his co-defendants would plead guilty and welcome execution. But there were signs that at least some of the defense teams were preparing for a lengthy fight, planning challenges of the military tribunals and the secrecy that shrouds the case.

The arraignment is "only the beginning of a trial that will take years to complete, followed by years of appellate review," attorney James Connell, who represents defendant Ali Abd al-Aziz Ali, told reporters gathered at the base to observe the hearing.

"I can't imagine any scenario where this thing gets wrapped up in six months," Connell said.

Defendants in what is known as a military commission typically do not enter a plea during their arraignment. Instead, the judge reads the charges, makes sure the accused understand their rights and then moves on to procedural issues. Lawyers for the men said they were prohibited by secrecy rules from disclosing the intentions of their clients.

Harrington, representing Binalshibh, who has said at one hearing that he was proud of the Sept. 11 attacks, said he did not think that any of the defendants would plead guilty, notwithstanding their earlier statements.

Army Capt. Jason Wright, one of Mohammed's Pentagon-appointed lawyers, declined to comment on the case.

As in previous hearings, a handful of people who lost family members in the attacks were selected by lottery to travel to the base to watch the proceedings. Other family members were gathering at military bases in New York and across the East Coast to watch the proceedings live on closed-circuit video.

Family members at Guantanamo said they were grateful for the chance to see a case they believe has been delayed too long.

Cliff Russell, whose firefighter brother Stephen died responding to the World Trade Center, said he hoped the case would end with the death penalty for the five Guantanamo Prisoners.

"I'm not looking forward to ending someone else's life and taking satisfaction in it, but it's the most disgusting, hateful, awful thing I ever could think of if you think about what was perpetrated," Russell said.

Suzanne Sisolak of Brooklyn, whose husband Joseph was killed in his office in the trade center's north tower, said she is not concerned about the ultimate outcome as long as the case moves forward and the five prisoners do not go free.

"They can put them in prison for life. They can execute them," Sisolak said. "What I do care about is that this does not happen again. They need to be stopped. That's what I care about because nobody deserves to have this happen to them."

The arraignment for the five comes more than three years after President Barack Obama's failed effort to try the suspects in a federal civilian court and close the prison at the U.S. base in Cuba.

Attorney General Eric Holder announced in 2009 that Mohammed and his co-defendants would be tried blocks from the site of the destroyed trade center in downtown Manhattan, but the plan was shelved after New York officials cited huge costs to secure the neighborhood and family opposition to trying the suspects in the U.S.

Congress then blocked the transfer of any prisoners from Guantanamo to the U.S., forcing the Obama administration to refile the charges under a reformed military commission system.

New rules adopted by Congress and Obama forbid the use of testimony obtained through cruel treatment or torture. Gen. Mark Martins, the chief prosecutor, said the commission provides many of the same protections that defendants would get in civilian court. "I'm confident that this court can achieve justice and fairness," he said.

But human rights groups and the defense lawyers say the reforms have not gone far enough and that restrictions on legal mail and the overall secret nature of Guantanamo and the commissions makes it impossible to provide an adequate defense.

They argue that the U.S. has sought to keep the case in the military commission to prevent disclosure of the harsh treatment of prisoners such as Mohammed, who was waterboarded 183 times and subjected to other measures that some have called torture.

Mohammed, a Pakistani citizen who grew up in Kuwait and attended college in Greensboro, North Carolina, has admitted to military authorities that he was responsible for the Sept. 11 attacks "from A to Z," as well as about 30 other plots, and that he personally killed Wall Street Journal reporter Daniel Pearl. Mohammed was captured in 2003 in Pakistan.

His four co-defendants include Binalshibh, who was allegedly chosen to be a hijacker but couldn't get a U.S. visa and ended up providing assistance such as finding flight schools; bin Attash, also from Yemen, who allegedly ran an al-Qaida training camp in Afghanistan and researched flight simulators and timetables; Mustafa Ahmad al-Hawsawi, a Saudi accused of helping the hijackers with money, Western clothing, traveler's checks and credit cards; and al-Aziz Ali, a Pakistani national and nephew of Mohammed, who allegedly provided money to the hijackers.

Friday?s jobs report for April was even more disappointing than March. Employers added only 115,000 new jobs, down from March?s number (the Bureau of Labor Statistics revised the March number upward to 154,000, but that?s still abysmal relative to what?s needed). We need well over 250,000 new jobs per month in order to begin to whittle down the vast number of jobs lost in the Great Recession. At least 125,000 new jobs are necessary each month just to keep up with an expanding population of working-age people.

With only 115,000 jobs in April, the hole is getting even deeper.

Most observers pay attention to the official rate of unemployment, which edged down to 8.1 percent in April from 8.2 percent in March. That may sound like progress, but it?s not. The unemployment rate dropped because more people dropped out of the labor force, too discouraged to look for work. The household survey, from which the rate is calculated, counts as ?unemployed? only people who are actively looking for work. If you stop looking because the job scene looks hopeless for you, you?re no longer counted.

In the winter months ? December, January, and February ? hiring had seemed to pick up, averaging over 250,000 new jobs per month. Then the mini-surge stopped. The simplest explanation is that the mild winter across much of the United States gave an unusual boost to hiring then, leading to a correction by the spring.

Most of the job gains in April were in lower-wage industries ? retail stores, restaurants, and temporary-help. That means average wages continue to drop, adjusted for inflation ? continuing their long-term decline. Most of the new jobs that have been added to the U.S. economy during this recovery have paid less than the jobs that were lost during the downturn.

What does all this mean? Together with other recent data showing slower economic growth during the first quarter of this year, it?s safe to say the economy has stalled.

This is bad news for millions of Americans.

It?s also bad news for Obama and the Democrats. Voters don?t pay much attention to the economy in an election year until after Labor Day, so it?s not necessarily a huge help to Romney and the Republicans. But it?s a bad political omen nonetheless.?

No?set of policies between now and Election Day are likely to expand the economy. To the contrary, government at all levels continues to contract, acting as a fiscal drag when government needs to be doing the exact reverse ? boosting the economy through additional spending. In 2013, when spending major cuts are scheduled, we?ll fall off a fiscal cliff.

Obama needs to push back loudly and clearly, saying he won?t support additional spending cuts until the economy is showing clear signs of improvement.

But widening inequality is the underlying culprit here. As long as almost all the gains from economic growth continue to go to the top, the vast middle class doesn?t have the purchasing power to boost the economy on its own. And rich Americans spend a much smaller portion of their incomes than does the vast middle class. Their marginal satisfaction from additional spending falls off. The second yacht isn?t nearly as much fun as the first.

Get it? We?ve still got a terrible cyclical problem ? we can?t get out of the gravitational pull of the Great Recession.

Yet?the underlying problem is structural, and it?s been growing for decades. The structural problem of stagnant or declining real incomes for most people, and soaring income and wealth at the top, was masked during the boom years when the middle class could turn their homes into piggy banks and extract home-equity loans or refinance. But the mask came off in 2008 as home values plummeted.

There?s no way to put the mask back on. We?ve got to face the truth. Obama and the Democrats have to explain to the American people why inequality isn?t just unfair; it?s also economically unsustainable.
