Samsung Takes Note Of Apple?s Passbook And Fires Back With Its Own Wallet App

samsungwalletI?m no great fan of Apple?s Passbook, but it seems at least a few people at Samsung have taken a shine to the same general concept. Earlier today, Samsung officially outed a new Samsung Wallet app at its Developer Day here at MWC that will allow users to store coupons, membership cards, tickets, and boarding passes on their smartphone. Sound familiar?

Power Matters Alliance garners support from BlackBerry, NEC, TI and ZTE

Another Mobile World Congress, another round of highfalutin' talk surrounding the concept of wireless power. We already witnessed a consumer approach by PowerbyProxi, and now we're hearing that the Power Matters Alliance is getting a second wind as well. The self-proclaimed "leading ecosystem and standard for wireless power" took to Boston-area Starbucks locations last fall, and now it has notched support from BlackBerry, NEC, Texas Instruments, ZTE and dozens more. There's still no word on whether all of these factions are going to bite the bullet and come together in order to actually make some progress that consumers can appreciate, but hey -- we've got nothing but time, right?

Searching for the Real Harlem Shake Up

Saturday night in Harlem?it?s only 10 p.m., yet few people walk along 125th Street, the neighborhood?s main thoroughfare. Sure it?s the middle of winter, but the lack of nightlife is stunning considering this is Manhattan. There aren?t many entertainment options, and the few bars and restaurants that are open have repressive rules. At Harlem BBQ, an Indian-owned sports bar, you have to be 25 to drink, there?s a minimum purchase required, and patrons cannot stay longer than two hours.

During the Harlem Renaissance of the 1920s, more than 100 entertainment options, from speakeasies to jazz clubs to staged theater, vied for business along this stretch. Those days are long gone. With rare exceptions, Harlem is now closer to a mini-police state than to a cultural center.

On the streets, groups of men wearing bubble vests and crooked hats stalk corners. NYPD cruiser lights flash in front of housing projects. Almost every young male wears something red, the color of the Bloods street gang. Cars blast Hot 97, the biggest FM station in the city, credited with having invented rap. It?s fitting that the most popular song on the radio right now is Harlem native A$AP Rocky?s ?F**kin? Problems.?

Even though it has long represented the cultural capital of Black America, Harlem still has a lot of problems. It is both the most violent and incarcerated place in New York. East and Central Harlem have the most murders per capita in the city at around 20 per 100,000, war zone numbers . Harlem also has the most ?million dollar blocks??streets where the incarceration rate is so high it costs the public over a million a year to imprison the block?s residents. This culture of murder, drug dealing and prison equals a loss of adult males in the community, and Harlem has a male role model problem.

The Obama-era was supposed to be one of hope and change, with President Barack Obama as the ultimate national male role model for blacks. Yet, to hear the grumbling on the streets of Harlem, black people?s lives have failed to improve under his administration. On Valentine?s Day, a few days after the Obama?s latest State of the Union Address, the Harlem take on Obama had hardened from what it was four years ago. Back in 2008, on the eve of the election, the impending reality of a black president was just sinking in?and Harlem was delirious.

?It?s great that Obama is finally talking about the ghetto, but the kids here have two goals: Make money hustling or get big in the rap game or as an athlete. These are unrealistic goals. But sadly, that?s the only path people can see from within the broken families and horrible schools.?

But Obama?s first-term domestic policy was focused on the economy and health care, and advances in neither of those realms have reached 125th Street in any way that is being remarked upon.

Issues that are central to Harlem?s problems?housing, gun violence, prison-industrial complex?went ignored.

After the mass shooting in Newtown, Connecticut, things are different, as far as the national debate on gun control goes. Obama visited the gang-infested South Side of Chicago and finally spoke to Harlem and the rest of black America?s problems.

?These guys are no different than me,? the president said, meaning they were growing up black without a male role model.

But male role models are not seen as the primary issue Uptown. Blame for the endless grind of poverty falls on the city, state and federal government.

?It?s like an Egypt before the revolution, with police on every corner, a police state,? says one veteran crime reporter. ?But it?s much more violent than Egypt was?there are more guns.?

The police routinely arrest people for debatable probable cause via the controversial stop-and-frisk policy, with 17,000 stops in one East Harlem precinct last year alone, the most of any part of New York. The justice system punishes minorities at a higher and harsher rate than whites. The housing policy stuffs the poor into public projects, clusters of redbrick towers that pop up every few blocks. And then there?s education. Harlem?s schools are some of the worst in Manhattan.

Harlem people are frustrated with every authority figure, from beat cops all the way up to the White House.

?I mean, it?s great that Obama is finally talking about the ghetto,? says Sean Howard as he exits the subway on 125th in a leather jacket and new Nikes. The 29-year-old Harlem resident is headed home from work. ?But the kids here have two goals: Make money hustling or get big in the rap game or as an athlete. These are unrealistic goals. But sadly, that?s the only path people can see from within the broken families and horrible schools.?

As I spoke with Howard, two NYPD officers approached and grabbed my camera. They made me show them the photos I?d been taking of the 456 train stop, then told me I could be arrested.

?That?s not true,? I protested. ?This is a public street.?

?Put the camera away,? one of the cops said.

?Just chill man,? Sean said?to me, not to the cops.

I lowered the camera, and the cops gave a hard stare and backed off. Sean Howard walked in the other direction and would not talk further. I was angry that the police didn?t allow picture taking on 125th Street, but knew that Sean was right. Getting arrested in New York is not usually worth being right.

To give an idea of what success looks like in Harlem, on a recent Sunday I met Dipset rapper Juelz Santana in the VIP section of a Queens strip club. Juelz started rapping at age 12 and was discovered a few years later at the Apollo Theater during an open mic night. By 18, he had signed with fellow Harlem rapper Cam?ron and formed the Diplomats. Not unusual among rappers, Juelz has been arrested for gun and drug charges. One indictment accused Juelz of being the ringleader of a Bloods faction running a drug and gun market from his studio, though he denies any charges of gangster-ism and hasn?t been convicted.

In the VIP area there were maybe five tables, each held down by a rapper entourage. Juelz was with 20 or so members of his Dipset sub-crew the Skull Gang. Every single person there was smoking a blunt, and the whole room was cloudy. It was oddly peaceful and relaxed?was it the weed? More likely it was the fact that this was a party full of rappers, producers, DJs, managers and other people who carry thousands in cash and drive white BMWs.

?Man this is just the way we hang out,? said Skitzo, a young producer from the Bronx who has worked with Dipset since his teens. ?Dipset got a bad rap, but there?s never any problems with us at the club. This is every kid?s dream man; so we live it up because we?re so damn lucky.?

A few nights later, I saw Juelz Santana again. His convoy had just pulled up to a Soho nightclub. It was 12:30 a.m., and Santana stood on the sidewalk, smiling in a camo t-shirt and sparkling chain with a few crew members watching him.

Once inside, he performed for 20 minutes. Then it was off to another club to make more money, hang out drinking ?the bubbles? and hold court. MC does mean master of ceremonies, and many rappers supplement their recording careers hosting events.

With all the talk of pockets full of cash, awesome cars, guns, gold chains, nice clothes and women, the contrast with Harlem?s reality, where the poverty rate is over 35 percent, is stark. The high unemployment rate among black and Hispanic males is one factor swelling the entourages so many rappers travel with. Some kids make money for beats they produce, or are aspiring rappers under Juelz, or sell weed, or offer security. Every one of them tries to hustle some aspect of a rap game, but some mix it with the hustle game.

The system with Dipset is very tight; they run it like a military school. Yet this generation appears to have given up on politics or activism.

?Why wouldn?t I hang out with friends at the club?? one of Juelz?s associates told me. ?It?s better than standing on the corner and getting arrested for standing on that corner. White people will never care about us. We have a black president, and still nothing changes.?

I thought of how I?d been threatened with arrest for taking pictures on a Harlem corner. If I were black, I would have probably spent 36 hours in Central Booking.

For Harlem?s Rapper Jet Set, the goal is simple: A house across the George Washington Bridge in New Jersey, the regular old American dream, a lawn and white picket fence in the ?burbs.

This option should be within the grasp of a far wider group of Harlemites than its millionaire rappers.

Harlem?s problems are similar to the rest of black America?s.

Obama has yet to take the lead and help black people find a way to offer more opportunity to young black men. Providing a strong education, reforming prison sentencing and addressing gun violence are a start. But it is time to address root causes and conditions: This country needs to wage a new war on poverty, and it should start at the federal level.

Despite tightening restrictions on campuses, study finds medical students still receive free meals and gifts

Boston A first-of-its kind national survey of medical students and residents finds that despite recent efforts by medical schools and academic medical centers to restrict access of pharmaceutical sales representatives to medical trainees, medical students and residents still commonly receive meals, gifts, and industry-sponsored educational materials. The study was completed by a team of researchers led by fourth-year Harvard Medical School student Kirsten Austad and Aaron Kesselheim, M.D., J.D., M.P.H., an internist and health policy researcher in the Division of Pharmacoepidemiology and Pharmacoeconomics at Brigham and Women's Hospital and is scheduled to publish online this week in the Journal of General Internal Medicine.

"In medical school and residency, as trainees are learning the fundamentals of their profession, there is a need to ensure the education they receive is as unbiased as possible," said Dr. Kesselheim. "However, it is well known that promotional information and gifts from pharmaceutical companies can encourage non-evidence-based prescribing. Though many institutions have tried to insulate trainees from these effects, trainees' exposure to industry promotion is still quite high."

The surveys were completed by a randomly selected subset of more than 2,000 medical students and residents representing every medical school in the United States. Students answered questions about the frequency of their interaction with pharmaceutical representatives, the types of gifts pharmaceutical representatives gave them and whether they thought these interactions affected their learning. One-third of first-year students and more than half of fourth-year students and residents reported receiving industry-sponsored gifts. A majority of students reported that pharmaceutical industry interactions provided them with valuable education, even though a majority of students also acknowledged the interactions opened them up to bias. Additionally, a majority of students supported measures that would further reduce access of industry sales representatives to trainees.

"Medical schools and academic medical centers need to continue to work on separating students from industry promotion at this highly impressionable time in their professional development," said Austad. "As an alternative, medical schools should provide students with more education about how to interpret clinical trials and ways to approach evidence-based prescribing so trainees can learn to critically evaluate industry promotion when they become practicing physicians."

The Swedish Pirate Party has handed over hosting of the Pirate Bay to sister parties in Norway and Spain after the country?s copyright lobby sent a letter threatening criminal charges for hosting the controversial file-sharing website.

The Swedish Rights Alliance gave the party until Tuesday to cut all ties with the Pirate Bay following threats of serious legal consequences. In a letter sent directly to the party's board members earlier this month, the Swedish Pirate Party was accused of violating copyright law by acting as an Internet service provider for the popular bittorrent site.

The alliance also charged that the Supreme Court of Sweden had ?legally settled that not only those who operate an illegal file-sharing service, but also those who provide internet access to such an illegal service are committing a criminal act.?

The Rights Alliance said that such violations of copyright law could entail stiff fines for noncompliance, payment of damages and even potential prison terms. ?These rules apply to legal entities, including non-profit organizations such as The Pirate Party and Serious Tubes, their board members, and other representatives of the organizations,? the letter continued.

The Pirate Bay?s decision to move its web-hosting services to Norway and Spain likely stems from legal precedents indicating more favorable climates for file-sharing sites.

In 2010, the International Federation of the Phonographic Industry (IFPI) and several movie studios were unable to force a Norwegian ISP to block the Pirate Bay. Spanish courts have so far failed to react to dozens of site closure requests from rightsholders, and threats from the United States that Spain will be put on a trade blacklist.

Swedish Pirate Party Leader Anna Troberg hailed the shift as a positive sign that despite legal pressure at home, the movement is continuing to become an international platform for reforming copyright laws and patents.

?Today, there are more than sixty different Pirate Parties all around the world. Every cut connection to The Pirate Bay will generate two new connections,? Torrent Freak quoted her as saying.

She further said that to take the Rights Alliance on at this time would not be prudent, despite the tenuous legal claims leveled at the Pirate Party.

?It would be crazy to enter a game where the rules are decided by the other team,? she said. ?The Pirate Party?s mission is not to produce martyrs for the copyright industry. Our mission is to create longterm political change that ensures that the copyright industry in the future will not be allowed to threaten companies, organizations and individuals into silence with our common judicial system as a weapon.?

Allison Miller: 'You Don't Play Like a Girl': Queer in a Jazz World

All female musicians go through a hazing period, an eye-opening moment when they first observe the extracurricular activities and conversations that go down offstage in the music business. Thanks to my first drum teacher, Walter Salb, I got my hazing period over with at age 14. Walt always said, "If you can deal with me, then you can deal with anyone in this business." He was right! I didn't just learn how to play paradiddles from him. I learned how to curse like a sailor, volley and one-up sarcastic insults with speed and precision (with beer in one hand and a whiskey in the other) and demean women with vulgar prowess. I also learned how to "man up" and show no emotion. This was all fine and dandy with me. I loved it. I was a little tomboy drummer, obsessed with jazz, who hadn't quite discovered her sexuality. I would just hang out at Walt's house, practicing the drums, cursing, drinking, talking shit and listening to old jazz records. My sexist vulgarity quickly surpassed most of the boys'.

Time went on, and I went away to college, kept practicing those drums, honed my crassness, sharpened my drinking skills and enthusiastically discovered that I was a big fat homo. I now had two love affairs in my life: jazz and women. Historically, jazz and women make a classic combination. But being a woman and loving jazz and women? Not so classic. The dichotomy of the two felt absolutely ridiculous. I spent my days transcribing Miles Davis solos and my nights chasing girls. Let me make one thing clear: My sexuality, at this point, was absolutely one-dimensional. I had no awareness of feminism, equality or politics. I was interested in sex only, and I could still one-up the boys with a dirty joke.

After college I moved to the jazz capital of the world, New York City. I had no idea that it was also the gay capital of the world. How fabulous! I met gays unlike any gays I had ever encountered. Gays fighting for equal rights. Gays who were interested in more than just accumulating notches on their belts. I quickly got schooled in feminism, gay rights and gay subculture. Righteous queer female artists and activists flooded into my life: BETTY, Toshi Reagon, Ani DiFranco, Gloria Steinem, Animal, Melissa Ferrick, Indigo Girls, Staceyann Chin. I was taken to the mecca of all feminist festivals, the Michigan Womyn's Music Festival. I slowly but surely became a full-fledged lesbian feminist.

Now what was I to do with this new identity? How was it going to fit into my life as a touring jazz musician? The jazz world is a boys' club. How would I continue to play the music I loved while being a radical lesbian feminist? How was I supposed to be one of the boys when I was realizing how powerful I felt as a woman?

I began to feel oppressed while on the road playing the music I loved. I was starving for the company of like-minded feminists. I became increasingly aware of the damaging implications underneath every chauvinist comment or joke. I started feeling internal conflict and guilt if I participated in post-show examinations of the physical attributes or deficiencies of women we'd seen in the audience.

I went from actively participating in the dirty joke to keeping my mouth shut and feeling silenced and invisible, and from that to losing all humor and wanting to march on Washington every time anyone said anything, even complimentary things, about women. I didn't know how to be all of myself. How could I speak up without the fear of being the lesbian feminist buzzkill?

So, risking not being liked, I started speaking up and challenging men when they crossed that line from funny to sexist. Surprisingly, a lot of them were receptive to my challenges, and the ones who weren't just stopped calling me, which was fine by me. There are fewer of those guys than you would imagine. For the most part, the jazz world is not as conservative as I thought it was. But believe me, when someone needs to be called out, I'm happy to do it.

Today I know who I am. I am a fully integrated person. That's sort of the key to feeling like you "belong." I can be my whole self everywhere I go -- unapologetically. I'm at home in the jazz and the feminist communities. They aren't so separate for me now. I can exist happily in both -- and I need them both to exist.

Honestly, it's hard to be a woman in this business. I have to prove myself over and over again. So many people have said to me, "You don't play like a girl!" They think it's a compliment. But actually, I do play like a girl. This is what girls play like. People hear with their eyes: They see a "girl" and are surprised when they hear the power and prowess that they associate with "boys." By getting onstage and throwing down while looking the way I do, I am breaking stereotypes. I am a woman. I am a dyke. I am a tomboy. I play jazz.

Scammers generally do not have sustainable products. Since these products generally do not last, they are going to constantly need ?new ones in order to replace them. Take a look at the product history of the company and, again, make sure to look at reviews. Patterns of new products being released only months apart is going to indicate a true scam here.

Keeping safe on the Internet is important, and it is also important to scrutinize anyone that you come across. There is a lot of opportunity out there for unscrupulous people to take advantage of others. By knowing some of the telltale signs, you will be able to avoid the worst companies.

First lady to press governors on veterans' jobs

WASHINGTON (AP) ? First lady Michelle Obama will challenge governors to make it easier for military members to transfer their skills to civilian jobs.

Mrs. Obama wants states to pass legislation or take executive action allowing veterans to receive professional credentials or licenses based on their experiences in the military. Administration officials said that would allow veterans to apply for jobs more quickly rather than having to take courses for skills they already have.

Mrs. Obama will announce her proposals Monday during remarks to governors who are in Washington for their annual meeting. President Barack Obama and Vice President Joe Biden will also address the governors during the event at the White House.

The veterans' initiatives are part of Mrs. Obama's "Joining Forces" program, which aims to help veterans and their families. The program has focused in particular on assisting military personnel find civilian jobs, an effort that is expected to take on more urgency as more than 60,000 U.S. troops return home from Afghanistan by the end of 2014.

Mrs. Obama will ask states to focus in particular on making it easier for veterans to obtain credentials and licenses for commercial driving, nursing, and emergency medical services, administration officials said. The White House has outlined suggested legislative language states can use for implementing the changes.

Officials did not have an estimate for how much it would cost states to implement the credentialing programs. But they suggested the programs could eventually be a cost-saver by keeping veterans off unemployment.

Mrs. Obama has previously called on states to help military spouses transfer their state-specific credentials when their families move due to changes in deployment. Seventeen states have passed such legislation over the past year, joining 11 states that already had laws on the books.

The officials requested anonymity in order to speak ahead of Mrs. Obama's announcement.

(AP) ? Raul Castro announced Sunday that he will step down as Cuba's president in 2018 following a final five-year term, for the first time putting a date on the end of the Castro era. He tapped rising star Miguel Diaz-Canel as his top lieutenant and first in the line of succession.

The 81-year-old Castro also said he hopes to establish two-term limits and age caps for political offices including the presidency ? an astonishing prospect for a nation led by Castro or his older brother Fidel since their 1959 revolution.

The 52-year-old Diaz-Canel is now a heartbeat from the presidency and has risen higher than any other Cuban official who didn't directly participate in the heady days of the revolution.

"This will be my last term," Castro said, his voice firm, shortly after National Assembly elected him to a second term.

In his 35-minute speech, Castro hinted at other changes to the constitution, some so dramatic that they will have to be ratified by the Cuban people in a referendum. Still, he scotched any idea that the country would soon abandon socialism, saying he had not assumed the presidency in order to destroy Cuba's system.

"I was not chosen to be president to restore capitalism to Cuba," he said. "I was elected to defend, maintain and continue to perfect socialism, not destroy it."

Castro fueled interest in Sunday's legislative gathering after mentioning on Friday his possible retirement and suggesting lightheartedly that he had plans to resign at some point.

It's now clear that he was serious when he promised that Sunday's speech would have fireworks, and would touch on his future in leadership.

Cuba is at a moment of "historic transcendence," Castro told lawmakers in speaking of his decision to name Diaz-Canel to the No. 2 job, replacing the 81-year-old Jose Ramon Machado Ventura, who fought with the Castros in the Sierra Maestra.

Castro praised Machado Ventura and another aging revolutionary for offering to leave their positions so that younger leaders could move up.

Their selflessness is "a concrete demonstration of their genuine revolutionary fiber ... That is the essence of the founding generation of this revolution."

Castro said that Diaz-Canel's promotion "represents a definitive step in the configuration of the future leadership of the nation through the gradual and orderly transfer of key roles to new generations."

"Our greatest satisfaction is the tranquility and serene confidence we feel as we deliver to the new generations the responsibility to continue building socialism," he added.

On the streets of Havana, where people often express a jaded skepticism of all things political, there was genuine excitement.

"This is the start of a new era," said Roberto Delgado, a 68-year-old retiree walking down a street in the leafy Miramar neighborhood. "It will undoubtedly be a complicated and difficult process, but something important happened today."

"I'm mesmerized," added Regla Blanco, 48. "You thought that with all these old men, it would never end. I am very satisfied with what Raul said. He is keeping his promise."

Since taking over from Fidel in 2006, Castro has instituted a slate of important economic and social changes, expanding private enterprise, legalizing a real estate market and relaxing hated travel restrictions.

Still, the country remains ruled by the Communist Party and any opposition to it lacks legal recognition.

Castro has mentioned term limits before, but he has never said specifically when he would step down, and the concept has yet to be codified into Cuban law.

If he keeps his word, Castro will leave office no later than 2018. Cuban-American exiles in the United States have waited decades for the end of the Castro era, although they will likely be dismayed if it ends on the brothers' terms.

Nevertheless, the promise of a change at the top could have deep significance for U.S.-Cuba ties. The wording of Washington's 51-year economic embargo on the island specifies that it cannot be lifted while a Castro is in charge.

When Raul Castro hinted at his retirement plans on Friday, it earned a sharp response from Rep. Ileana Ros-Lehtinen, a Cuban-American Republican from Florida, who called it a ploy.

"If dictator Raul Castro states that he will retire in five years, there will still be no real change for the Cuban people so long as the Castro brothers remain in any form of leadership position, even behind the scenes," she said. "The U.S. should not change its policy of isolation of the Cuban regime."

Fidel Castro is 86 and retired, and has appeared increasingly frail in recent months. He made a surprise appearance at Sunday's gathering, receiving a thunderous ovation from lawmakers.

Some analysts have speculated that the Castros would push a younger member of their family into a top job, but there was no hint of that Sunday.

While few things are ever clear in Cuba's hermetically sealed news environment, rumblings that Diaz-Canel, an electrical engineer by training and ex-minister of higher education, might be in line for a senior post have grown.

In recent weeks, he has frequently been featured on state television news broadcasts in an apparent attempt to raise his profile.

He also traveled to Venezuela in January for the symbolic inauguration of Hugo Chavez, a key Cuban ally who had been re-elected president but was too ill to be sworn in.

The 612 lawmakers sworn in Sunday also named Esteban Lazo as the National Assembly's first new chief in 20 years, replacing Ricardo Alarcon.

Lazo, who turns 69 on Tuesday, is a vice president and member of the Communist Party's ruling political bureau. Parliament meets only twice a year and generally passes legislation unanimously without visible debate.

The legislature also named as vice presidents of the ruling Council Machado Ventura; comptroller general Gladys Bejerano; second Vice President Ramiro Valdes; Havana Communist Party secretary Lazara Mercedes Lopez Acea; and Salvador Valdes Mesa, head of Cuba's labor union.

Obama to argue for gay marriage in Supreme Court case

The Obama administration has taken another important step in its advocacy of same-sex marriage, weighing in on an important case to be heard in the US Supreme Court next month.

The essence of the administration?s argument is that the 1996 ?Defense of Marriage Act? violates the US Constitution in defining marriage as the legal union between one man and one woman ? specifically Section 3 of DOMA, which bars recognition of same-sex marriages in the granting of federal benefits including Social Security survivors? benefits, immigration, insurance benefits for government employees, and filing joint tax returns.

In the Justice Department brief filed with the Supreme Court Friday, Solicitor General Donald Verrilli writes that DOMA?s Section 3 ?targets the many gay and lesbian people legally married under state law for a harsh form of discrimination that bears no relation to their ability to contribute to society.?

?It is abundantly clear that this discrimination does not substantially advance an interest in protecting marriage, or any other important interest,? Mr. Verrilli writes. ?The statute simply cannot be reconciled with the Fifth Amendment?s guarantee of equal protection. The Constitution therefore requires that Section 3 be invalidated.?

The administration made it clear during the latter half of Mr. Obama?s first term that it would not continue to defend DOMA in the court cases where it?s been challenged. Taking up DOMA?s defense has been the ?Bipartisan Legal Advisory Group? in the US House of Representatives, directed by Speaker John Boehner to take the place of the Justice Department in arguing court cases on behalf of the controversial law.

The House brief filed last month asserts that the same-sex marriage issue should be left to the democratic process and that gays are quite capable of pursuing their rights in those venues, according to a Politico analysis.

?Gays and lesbians are one of the most influential, best-connected, best-funded, and best-organized interest groups in modern politics, and have attained more legislative victories, political power, and popular favor in less time than virtually any other group in American history,? the House brief says.

Homosexual conduct has a history of being prosecuted as criminal in the United States. And although same-sex marriages now are legally recognized in nine states and the District of Columbia, many more states still have laws aimed at gays and lesbians ? including restrictions on the adoption of children, banning gay marriage, and refusing legal benefits to same-sex couples.

?Tradition, no matter how long established, cannot by itself justify a discriminatory law under equal protection principles,? the Solicitor General writes in his brief.

The Supreme Court next month also is scheduled to take up California?s Proposition 8, which provides that "only marriage between a man and a woman is valid or recognized? in the state. Both Prop. 8 and DOMA have been declared unconstitutional by lower courts.

It?s unclear whether the Obama administration will weigh in against Prop. 8 as it has with DOMA.

?Next week I think we will see the government urging the same standard of review be used to overturn Prop. 8, and with it, all anti-gay-marriage laws,? Richard Socarides, a gay rights advocate and White House adviser to President Bill Clinton, told Politico. ?It?s clear from the administration?s DOMA brief that they understand and now embrace its connection to the Prop. 8 case. The discrimination evidenced by Prop. 8 itself is cited to support the standard of review urged by the government to strike down DOMA.?

The DOMA case involves Edith Windsor, who lived with her partner Thea Spyer for many years. They were married in 2007 in Canada, returning to their home in New York where their marriage was recognized by state law. But when Ms. Spyer died in 2009, Ms. Windsor ? because of DOMA ? was forced to pay $363,000 in federal estate taxes that the surviving spouse in a heterosexual marriage would not have to pay.

As he has said, President Obama?s position on gay marriage has ?evolved? in its favor.

In his inaugural address last month, he said, ?Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law ? for if we are truly created equal, then surely the love we commit to one another must be equal as well."

Polls show a clear shift in public acceptance of same-sex marriage, especially among under-30 Americans ? 63-35 percent approve, according to a Quinnipiac University poll in December. For all age groups, Gallup puts the number at 53-46 approval.

    Jamie Dupree's Washington Insider: The sequester would really cut the budget

    I know it's hard for many people to believe, but instead of just trimming the rate of increase in the federal budget, the $85 billion in automatic budget cuts set to hit on March 1 would actually result in less spending by Uncle Sam.

    Really.

    Here's the basic figures:

    The stop gap budget that the federal government is operating under right now (through March 27) allows for a discretionary budget of $1.047 trillion in Fiscal Year 2013. (Discretionary means everything outside of Medicare and Social Security.)

    If the automatic cuts actually go into effect in March, budget number crunchers here in Washington say the baseline for the federal budget would go from $1.047 trillion to $974 billion, a drop of $73 billion.

    That is what you call a budget cut, not just a reduction in the rate of increase in the federal budget. The cuts would not be spread out over ten years, they would have to take place by September 30, when the fiscal year ends.

    For example, this is the current budget plan with built-in increases for the feds each fiscal year, as agreed to by the Congress and the President:

    2012 - $1.043 trillion
    2013 - $1.047 trillion
    2014 - $1.066 trillion
    2015 - $1.086 trillion
    2016 - $1.107 trillion
    2017 - $1.131 trillion
    2018 - $1.156 trillion
    2019 - $1.182 trillion
    2020 - $1.208 trillion
    2021 - $1.234 trillion

    You can see how the current plan for the federal budget is that it keeps going up each year, until it reaches $1.234 trillion in 2021. These spending cap numbers were agreed to in the Budget Control Act of 2011, the debt limit deal that included the sequester.

    But all of those numbers would have to be lowered if the full $85 billion sequester goes into effect, as the baseline drops to $974 billion.?

    Many Republicans say that's a choice which will ensure actual budget cuts, not just "budget savings" or "budget reductions," two phrases that often don't translate into real cuts.

    President Obama on Tuesday called the cuts "brutal," saying a "meat cleaver" across the board cut is unacceptable.

    One should note that the sequester was evidently his idea, and he signed the bill into law which provided for these automatic cuts.

    Speaker Boehner has described the cuts in a similar fashion, labeling it a "meat ax" approach, as Republicans argue in favor of more targeted cuts.

    It should also be noted that Congressional leaders named Boehner, Pelosi, Reid and McConnell all voted for the sequester bill - and then it was signed into law by the President.

    Now with just over a week until the March 1 deadline (which was already postponed once from January 1), no one seems to be close to a deal on how to restructure the cuts to the liking of both parties.

    So, if the automatic across the board cuts do go into effect - and stay in effect - there will be real cuts, not cuts in the rate of increase for the federal budget.

    Really.

    Unless there's some kind of deal to change the makeup of the $85 billion sequester.

    Russia accuses U.S. of double standards over Syria

    MOSCOW (Reuters) - Russian Foreign Minister Sergei Lavrov accused the United States on Friday of having double standards on Syria, saying it had blocked a U.N. Security Council statement condemning a car bomb attack in Damascus.

    Washington denied it had blocked the statement and said it had only asked for balance. The disagreement was likely to sour the atmosphere before Lavrov meets newly appointed U.S. Secretary of State John Kerry next week in Berlin.

    Lavrov told a news conference Washington had disappointed Moscow by blocking a statement condemning "terrorist attacks" near the Russian embassy in Damascus that killed more than 50 people and that Washington was threatening international unity in the "war on terror".

    "We believe these are double standards," Lavrov said after talks with China's foreign minister.

    "And we see in it a very dangerous tendency by our American colleagues to depart from the fundamental principle of unconditional condemnation of any terrorist act, a principle which secures the unity of the international community in the fight against terrorism," he said.

    A spokeswoman for the U.S. mission at the United Nations said it had not blocked any statement of condemnation but had sought to balance the text with criticism of Syrian President Bashar al-Assad's forces, which it said Russia had rejected.

    "We strongly condemn all indiscriminate terrorist attacks against civilians or against diplomatic facilities," said Erin Pelton, spokeswoman for the U.S. mission.

    Ties between Washington and Moscow have worsened since Vladimir Putin returned to Russia's presidency last May.

    The passage of U.S. legislation intended to punish Russian officials accused of human rights abuses and a Russian ban on American families adopting Russian children have also contributed to the deterioration in recent weeks.

    CHINESE AND RUSSIAN UNITY

    Lavrov made his comments at a joint news conference with Chinese Foreign Minister Yang Jiechi after talks that underlined the closeness of their views on policy in Syria and North Korea.

    China and Russia, both permanent members of the U.N. Security Council, have blocked attempts by the West to mount pressure on Assad to end the violence in the nearly two-year-old conflict that has killed some 70,000 people.

    The two ministers condemned North Korea's nuclear test last week but said that any response should go through the U.N. Security Council.

    China and Russia had agreed that it was "vitally important not to ... allow the situation to be used as a pretext for military intervention," Lavrov said.

    North Korea's latest test, its third since 2006, prompted warnings from Washington and others that more sanctions would be imposed on the isolated state. The U.N. Security Council has only just tightened sanctions on Pyongyang after it launched a long-range rocket in December.

    The North is banned under U.N. sanctions from developing missile or nuclear technology.

    Fyodor Lukyanov, editor of the magazine Russia in Global Affairs, said the alignment of Russian and Chinese positions was meant to give them more leverage when negotiating with the West.

    "Chinese and Russian positions so far on a global level are almost identical. This is an important factor, because if Russia were alone it would be much less powerful. This is a factor Western powers cannot ignore, that Russia and China act together," said Lukyanov.

    He added: "China is ready to support Russia in the Middle East on issues which are politically important for Russia, so when it comes to questions of vital importance to China, like North Korea, of course it expects reciprocity - that Russia endorse China's position."

    ?Stressed? bacteria become resistant to antibiotics

    Feb. 20, 2013 ? Bacteria become resistant to antibiotics when stressed, finds research published in BioMed Central's open access journal BMC Evolutionary Biology. In particular E. coli grown at high temperatures become resistant to rifampicin.

    It is generally thought that antibiotic resistance is costly to maintain, for example mutations which reduce antibiotic uptake also restrict the amount of nutrients entering the cell. Consequently in the absence of antibiotics non-resistant bacteria will out-compete the resistant ones. However researchers from UC Irvine and Facult? de M?dicine Denis Diderot have discovered that by putting bacteria under stress, by growing them at a high temperature, the bacteria could spontaneously develop resistance to the antibiotic rifampicin.

    The mutations responsible for rifampicin resistance had different effects in other strains of E coli. In each type of bacteria tested the mutated subunit of the RNA polymerase rpoB allowed them to grow in the presence of rifampicin, but unlike the original test strain they did not necessarily have a growth advantage at high temperature.

    Dr Olivier Tenaillon who led this study commented, "Our study shows that antibiotic resistance can occur even in the absence of antibiotics and that, depending on the type of bacteria, and growth conditions, rather than being costly to maintain can be highly beneficial. Given that rifampicin is used to treat serious bacterial infections such as tuberculosis, leprosy, Legionnaire's disease, and for prophylaxis in cases of meningococcal meningitis, this development has important implications for public health."

    These bacteria provide strong evidence that the evolution of antibiotic resistance is governed by two properties of genes, pleiotropy and epistasis. Dr Arjan de Visser from Wageningen University explained, "Pleiotropy describes how the antibiotic resistance mutations affect other functions, hence their fate in other environments. Epistasis describes how well different mutations combine in their effect on resistance, and therefore determines which mutational pathway will be preferred by evolution when several mutations are needed for full resistance."
